Success of the Hungarian EU Presidency: EU Work Plan for Sport is approved by the European Union

The most important sport-related event of the Hungarian EU Presidency took place in Brussels, chaired by Attila Czene, State Secretary for Sport of the Ministry of National Resources. EU Sport Ministers discussed the documents prepared by the Hungarian EU Presidency and approved the EU Work Plan for sport at the Meeting of the Education, Youth, Culture and Sport Council (EYCS).

The Work Plan, whose adoption is the most important success of the Presidency in the field of sport, has been prepared by the Hungarian Presidency in conjunction with the European Commission and EU Member States. In the forthcoming three years the sport related EU-level work will be addressed along the priorities of the Work Plan.

The EU Sport Forum held in Budapest this year in February and the Informal Meeting of EU Sport Ministers in Gödöllő have contributed significantly to the success of the Work Plan. The principles set out during the meetings are now formally confirmed by the Sport Ministers of the Member States.

With the adoption of the Lisbon Treaty sport has become a special area, where the EU can take measures based on appropriate reasons and on common EU interests. The general sport-related measures of course remain under the principle of subsidiarity. The European Commission’s Communication adopted on 18 January in 2011 sets out the areas where an EU added value can be identified. Based on the Communication, the Work Plan developed by the Hungarian EU Presidency lays down the guidelines of EU-actions putting forward the

Member States’ priorities.

The other important theme of the Council Meeting was the question of sport related aspects of on-line betting. The ministers stressed that a special attention should be focused on the unfortunate events around sports betting, taking into consideration also the sustainable financing of sport. Sport related aspects of on-line betting needs a close cooperation with the sport movement, and this theme will be high on the agenda of the forthcoming Polish Presidency.

At the end of the Council Meeting, Attila Czene, State Secretary for Sport, informed the participants about the Informal Meeting of EU Sport Ministers, organised earlier this year by the Hungarian Presidency; summarized the results of the Structured Dialogue lunch with the representatives of sport movement and gave un update on the outcomes of the WADA Foundation Board Meeting.

With the EYCS Council, the Hungarian EU Presidency successfully fulfilled its objectives in the field of sport. The final event of the Presidency, the Informal Meeting of EU Sports Directors, will take place in Gödöllő on 27-28th June, 2011.
