Article 93: Legal force of international treaties
Provisions of treaties and of resolutions by international institutions which may be binding on all persons by virtue of their contents shall become binding after they have been published.

Provisions of treaties and decisions of international organizations that, by their content, are binding upon everyone, have binding force upon everyone once they have been published. In other words, such provisions have direct effect without further intervention by the national legislature, to which everyone must comply.
Publication is governed by Article 95 and the Kingdom Act on the Approval and Publication of Treaties (Rijkswet goedkeuring en bekendmaking verdragen). A Kingdom Act is legislation at the level of the Kingdom of the Netherlands.
