Commission sets up €3bn fund for refugees in Turkey

Five days before an EU-Turkey summit to finalise a joint action plan to address the refugee crisis, the European Commission set up a Refugee Facility for Turkey Tuesday effective on 1 January 2016. The commission put €300 million in the fund and expects member states to add €2.5 billion.
