The Council finalised preparations for the European Council meeting which will take place on 15 and 16 October 2015 and discussed draft conclusions for agreement by EU leaders. The European Council will focus on migration and discuss a number of different aspects of the issue. It will examine the progress achieved in implementing the orientations which were agreed at the September meeting of heads of state or government, and provide guidance on action to take forward the work on the European agenda for migration. It will also take stock of the Eastern Mediterranean-Western Balkan route conference and prepare the Valletta Summit.

Today's discussions have helped prepare the ground for the right decisions to be taken at the European Council later this week", said the minister for Foreign and European Affairs of Luxembourg and President of the Council, Jean Asselborn.

Commission's priorities for its Work Programme for 2016
The Council took stock of the views expressed in its preparatory bodies on the Commission's priorities for its Work Programme for 2016. The Commission is expected to adopt the Work Programme on 27 October.

Better regulation
The presidency informed ministers of the state of play of the negotiations on an agreement between the Commission, the European Parliament and the Council on better regulation. The Commission's proposal is aimed at reaching a shared commitment between the three institutions on improving the way the EU legislates.
