EU excludes treaty change before 2019

European commission president Juncker won't propose a EU treaty renogatiation during his mandate, ending in 2019, according to an EU official quoted by The Times. British PM Cameron had been hoping for treaty re-negotiation before the 2017 referendum he wants to organise on his country's EU membership.
