Catalonian leader to sign referendum decree

Catalonian leader Artur Mas, is expected to sign a decree on Saturday morning calling a referendum on independence on 9 November, El Pais reports. Last week the Catalan government passed a bill allowing a plebiscite to be held. The Spanish government opposes a vote, which it claims would be unconstitutional.
