The Council also agreed on a revision of the current multiannual financial framework covering the period 2007-2013, in line with the interinstitutional agreement on budgetary discipline and sound financial management. The agreement which was reached on the basis of a compromise proposal () of the Irish presidency provides for an increase of the payment ceiling by EUR 374 million. As regards commitments, the ceilings are increased under sub-heading la (competitiveness for growth and employment), subheading lb (cohesion for growth and employment), sub-heading 3b (citizenship) and heading 6 (compensation) by a total of EUR 603 million which is offset by a corresponding reduction of the ceiling under heading 5 (administration). This leaves the overall ceiling in commitments unchanged
