EU facilitated dialogue: three agreements

Brussels, 2 July 2011

The fifth meeting of the dialogue foreseen in UN General Assembly Resolution 64/298 was held with the facilitation of the EU on 2 July, in Brussels. The meeting was chaired by the EU facilitator, Mr. Robert Cooper. The Serbian delegation was led by Mr. Stefanovic and the Kosovo delegation was led by Ms. Tahiri.

The meeting built on the discussions from the previous meetings, held on 8-9 March, 28 March, 15 April and 17-18 May as well as on work conducted by various technical working groups. Agreements were reached in the areas of civil registry, freedom of movement and acceptance of university and school diplomas.

The first agreement concerns civil registry. A joint committee, already established and chaired by EULEX, will continue identifying gaps in missing pre-1999 civil registry books. EULEX will certify copies of all original civil registry books with a view to establish a comprehensive civil registry in Kosovo. Upon request EULEX will provide specific civil registration information from Kosovo.

The second agreement concerns freedom of movement. This covers persons, who will be able to travel across the border/boundary on the basis of ID cards; it also covers car insurance and vehicle licence plates.

The parties also agreed in principle on acceptance of university and school diplomas. This will be done through the certification of an mutually agreed international body or a third party academic institution. The details will be agreed at the next meeting.

The agreements will take effect as soon as operationally feasible and implementation and necessary follow-up will be assured by tripartite joint working groups. Both parties have firmly committed themselves to abide to what has been agreed.

The productive meeting brought the issues of telecoms, cadastre records, customs stamps and energy closer to agreement. In preparation of future meetings, the parties also presented their views on religious and cultural heritage and regional cooperation.

The next meeting will be held before the end of July.
