The European Commission has set up a high level Steering group to assist with preparatory work for the pilot partnership. This high level Steering Group is jointly chaired by Vice President Neelie Kroes i and Commissioner John Dalli i and includes Member States, regions, industry, health and social care professionals, elderly and patient organisations and other interest groups. The Steering group is mandated with drawing up recommendations for a Strategic Implementation Plan, on the basis of which initiatives would be launched for piloting the partnership.

The first meeting of Steering Group was held on 2 May 2011 and was facilitated by David Byrne i, a former European Commissioner for Health and Consumer Policy. It is the first time that in Europe all the stakeholders are joining forces at this scale to commit advancing innovation in active and healthy ageing.
