Danuta Hübner i, European Commissioner for regional policy, today presents the findings of the "Regions 2020" report, which provides a first prospective analysis of the likely regional impact of four of the biggest challenges facing Europe: globalisation, demographic trends, climate change and energy use and supply. The findings of the report, produced by the Commission's Directorate-General for Regional Policy, will feed into the reflection process on the future European Cohesion Policy.

Commenting on the analysis, Commissioner Hübner said: "In a turbulent economic landscape, it is clearer than ever that we need flexible, forward-looking policies in the EU in order to adapt to changing times and new pressures. The big challenges we are facing will affect Europe’s regions in different ways and to varying degrees. The Regions 2020 report offers a first look at the potential patterns of disparities which these challenges will generate and will influence the future design and investment priorities for Cohesion Policy."

Using a series of indicators, the report maps out a "vulnerability index", indicating the degree of vulnerability faced by regions due to the impact of globalisation, demography, climate change and energy. It examines potential consequences with a 2020 perspective. The main findings are highlighted below:

Wide variations resulting from globalisation

Based on factors such as estimated productivity, employment rate, and education levels, the vulnerability index for 2020 in terms of globalisation indicates wide variations. Overall findings reveal that regions with competitive and innovative economies will benefit from globalisation, while regions lacking the capacity to develop knowledge-based economies are likely to be more exposed. Projections suggest that many regions located in the Southern and Eastern part of the EU, stretching from Latvia to Southern Portugal, will be in the least favourable position. However the report also indicates that regions with major urban centres, which tend to attract highly educated residents and cutting-edge industries, should be relatively well-placed to prosper.

Diversity in demographic patterns

The report reveals that around one third of European regions are projected to experience a decline in their populations by 2020. The majority of these regions are situated in the new Member States of Central and Eastern Europe, Eastern Germany, Southern Italy and North-Western Spain. The findings also predict that many Central and Eastern European countries will only experience demographic problems at a later stage and the report suggests that they should use this time to prepare their economy and social systems for the impact of an ageing population.

Far-reaching impacts of climate change

The report anticipates that most European regions will be negatively affected, to greater and lesser extents, by the impacts of climate change. It also notes that strains will be felt in a number of economic sectors, notably tourism, energy production, agriculture and fisheries. More 170 million people, more than a third of the EU population, live in the regions under highest pressure. Southern and Eastern Europe will be exposed to changes in rainfall patterns and temperature increases, whilst regions in the North and West will be more affected by coastal erosion and extreme weather events such as storms.

Challenge of volatile energy markets across the board

All regions across the EU are increasingly exposed to changes in the energy markets, giving rise to security of supply issues and challenges of energy efficiency and environmental sustainability. The analysis indicates that regions of Northern and Western Europe appear generally better prepared to face up to these challenges of the coming years. On the other hand, peripheral regions located mainly in Eastern and Southern Member States appear particularly vulnerable.

Alerting regions to extent of risks

The report concludes that the European policy framework must be adapted to help regions meet the challenges of 2020 and states that all regions will also need to find local solutions tailored to meet the combination of challenges which they face.

Discussion on the future of cohesion policy is ongoing with input being sought from a wide range of interested parties. The 4th Cohesion Report published in May 2007 launched a first public consultation. Regions 2020 marks a next stage in the process.
