Declaration by the Presidency on behalf of the European Union on the elections in Uganda
The European Union is pleased to note that the voting in the presidential and parliamentary elections in Uganda on 23 February 2006 passed generally peacefully and with a significant voter turnout. We welcome the generally good organisation of the polls by the Electoral Commission.
These elections are an important achievement in Uganda's return to multiparty democracy. The European Union congratulates the people of Uganda for demonstrating a clear commitment to democracy. However, we regret the lack of a level playing field which marked the electoral process in the context of the transition from the "Movement" to the multiparty system.
The European Union calls upon all those involved, in particular the candidates, their parties and supporters to demonstrate a responsible attitude and to abide by constitutional procedures.
The EU Election Observation Mission will remain in Uganda to monitor all remaining aspects of the electoral process, including appeals and complaints procedures.
The European Union reaffirms its intention to continue to support Uganda in its efforts to strengthen democracy, good governance and the rule of law.
