  2. The admission and expulsion of aliens shall be regulated by Act of Parliament.
  3. Extradition may take place only pursuant to a treaty. Further regulations concerning extradition shall be laid down by Act of Parliament.
  4. Everyone shall have the right to leave the country, except in the cases laid down by Act of Parliament.

Toelichting

The law regulates who is a Dutch national. The law also states how the admission and expulsion of foreign nationals are regulated. These statutory regulations are the Nationality Act and the Aliens Act 2000, and the regulations based thereon.

The extradition of foreign nationals and Dutch nationals to other countries is only possible if the Netherlands has concluded a treaty with the country to which the extradition takes place.

Everyone has the right to leave the country. Exceptions to this can only be made by law. This occurs primarily in the Passport Act.
